MS Public Health and Development (MSPHD) is a premier Ethiopian consultancy that operates at the intersection of public health and sustainable development. We work across sectors—health systems, education, nutrition, gender, Water Sanitation and hygiene ( WASH), and livelihoods—to co-design and deliver transformative, evidence-based solutions. Our work supports national priorities and is aligned with the Sustainable Development Goals (SDGs), especially SDGs 3, 4, 5, and 10.
What We Mean by Public Health and Development
Public Health and Development is a multidisciplinary field that addresses the interconnections between population health and broader social, economic, and environmental progress. It focuses on improving health outcomes while advancing sustainable development goals (SDGs) such as education, gender equality, poverty reduction, and environmental protection.

MSPHD is a legally registered and fully compliant consultancy based in Ethiopia with a multidisciplinary team of experts in public health, health policy, social sciences, gender, education, economics, and evaluation. We support integrated policy, program design, research, and capacity-building initiatives across public, private, and civil society sectors.
Team Expertise

Prof. Yifru Berhan (MD,MSC, PhD)
A senior public health expert and former Minister of Health of Ethiopia, Prof. Yifru is a nationally recognized leader in health systems and policy. With over 25 years of clinical, academic, and advisory experience, he has led numerous national strategy processes and evaluations. He serves as a trusted advisor to UN agencies and leads MSPHD’s strategic and research vision. Prof. Yifru has published more than 200 papers in various international and national Journals.

Prof. Mirgissa Kaba (BA, MSc, PhD)
A seasoned qualitative researcher and Associate Professor at Addis Ababa University, Prof. Mirgissa brings over two decades of expertise in social and behavioral science. His work spans cultural epidemiology, maternal health, and community systems. He has led and co-authored over 130 publications and is a nationally respected mentor in health social science.

Tirsit Sahledengle ( BA, MSc, PhD)
Dr. Tirsit is a social anthropologist and postdoctoral fellow at Addis Ababa University, specializing in gender, migration, and forced displacement. With leadership in over 20 national and regional studies, she is a trusted voice on gender-transformative programming in fragile contexts and has served as a lead researcher for multiple UN and national institutions.

Maereg Wagnew (BSc, MPH, PhD)
A public health researcher with a PhD in reproductive health and Gender, Dr. Maereg brings deep expertise in SRHR, youth programming, and qualitative research. She has led major national surveys and implementation studies, and her postdoctoral work focuses on adolescent engagement in health systems. She is a rising leader in integrated SRH and youth empowerment. Maereg has led many evaluations in qualitative in Youth and gender programming and she published more than 25 papers at various International Journals.

Martha Kibru ( BA, MSC, PhD)
Dr. Martha is a health economist and academic leader specializing in cost-effectiveness analysis, health financing, and macroeconomic modelling. She brings over 15 years of experience advising development partners, universities, and government bodies on economic evaluations in health and social sectors. She currently teaches and coordinates graduate programs at Addis Ababa University. She plays a major role at Ethiopian Economic Association. She has led many economic evaluations works with MS public health for many developments partners

Tesfahun Mulatu (BSc, MPH)
A public health Epidemiologist and Biostatistician with strong quantitative expertise, Mr. Tesfahun has over a decade of experience managing large-scale surveys, data systems, and MEL frameworks. He has supported multiple DHS-linked and donor-funded assessments and is well-versed in both digital data platforms and advanced statistical tools

An expert in health monitoring and digital data systems, Dr. Muluneh has over 16 years of experience in MEL, survey design, and analytics. He has served as M&E director, program director. Led many programs, national surveys and contributed in the design of projects funded by USAID, Gates foundation, Mastercard foundation etc. He is secured his PhD focused on implementation science and digital innovation in health systems. He publication more than 55 papers in various internation journals.
Dr. Mamary is a public health researcher and biostatistician with over 20 publications in global health. His work focuses on cardiovascular and infectious disease surveillance, analytics, and methodological rigor in research. His research is widely cited, including by WHO and UN reports, and he serves as a technical advisor on complex evaluations.
Ms. bebe is a seasoned gender and social inclusion expert with over a decade of experience designing, managing, and evaluating health and development programs. With dual master’s degrees in public health and Gender Studies, she brings deep expertise in gender-transformative programming, policy development, and organizational capacity building. Heran has held technical leadership roles with global organizations such as Pathfinder International, EnCompass, and EngenderHealth, where she led gender integration efforts and stakeholder engagement. At MSPHD, she provides strategic guidance on equity, inclusion, and gender mainstreaming across all portfolios.
Mr. Woldie is a strategy and governance expert with a background in reproductive, maternal, and child health programming. A former director at the Ethiopian Ministry of Health, he brings deep experience in national policy development, donor coordination, and systems strengthening. He currently leads MSPHD’s strategic partnerships and business development portfolio.
Mrs. Kidist is a field operations expert with over seven years of experience in coordinating complex fieldwork, training, and operational research. With a strong background in SRHR and youth health programming, she ensures quality data collection and safeguarding practices across diverse implementation settings.
is a seasoned public health professional with over 10 years of diverse experience in health systems coordination, and multi-region field operations. He has led large-scale surveys and community-based research as a field supervisor across Ethiopia. He brings strong capacity in team management, data quality assurance, and logistical coordination for both qualitative and quantitative studies.
Ms. Biruktawit Taye is a youth engagement and advocacy specialist with a strong track record in leading meaningful youth participation initiatives across health and development sectors. She brings hands-on experience designing and implementing youth-led programs, advocacy campaigns, and participatory learning models. Her work focuses on amplifying youth voices in policy processes and creating inclusive platforms for civic engagement. At MSPHD, she leads the organization’s youth engagement portfolio, ensuring that adolescents and young people are actively involved in shaping the research and solutions that affect their lives.
Ms. Mulu Abate is a seasoned operations and program management expert with over a decade of experience coordinating large-scale health and development projects. She specializes in logistics, compliance, budgeting, and quality assurance across multisectoral programs. At MSPHD, she leads operations, ensuring smooth field implementation, procurement oversight, and safeguarding compliance across all regions.
Ms. Mekede Makonnen is an experienced finance and grants management professional with over 12 years of experience in budgeting, compliance, and financial reporting for health and development programs. He has worked with both local and international NGOs, overseeing multi-donor fund portfolios and ensuring alignment with national and donor regulations. At MSPHD, he leads financial planning, audit readiness, and fiscal accountability systems.
